Salona Task Force Wants Community Feedback

The group wants to know, "How do we enhance Salona’s value to the community today and for future generations?"

Editor's Note: The following article was submitted by the Salona Task Force. The group is hosting a community meeting at 7:30 p.m. Thursday at the McLean Community Center.

The Salona Task Force, appointed in 2011 by Dranesville Supervisor John Foust and Fairfax County Park Authority Board member Kevin Fay, was charged with reaching out to the McLean community regarding possible future uses of a conservation easement granted to the Fairfax County Park Authority (FCPA) at historic Salona.

The Task Force has held meetings over the past 15 months, inviting interested community groups and individuals to present proposals.  The next step is to present these options to the community at large, which will happen on Thursday, Oct. 4th. The meeting will be held at the McLean Community Center starting at 7:30 PM and will include presentations by members of the Task Force and by others who have presented ideas to the Task Force.

Margaret Malone, chair of the Salona Park Task Force, said that the Task Force has been working diligently over the last year to reach out to the McLean community to solicit and to study options for the development of Salona Park. “The Salona property offers a unique opportunity to provide McLean with a park that will greatly enhance the lives of citizens of all ages. The public meeting we are planning for October 4 will enable us to share with the community what we have learned, and to hear the views of all those who attend.”

The Salona property is privately owned and is protected from development under a voluntary preservation agreement called a “conservation easement” granted by its owners to FCPA, which also provides for enforcement of the easement by the Northern Virginia Conservation Trust. The conservation easement is intended to preserve the historic, natural and cultural resources of this unique property. Under the terms of the conservation easement, 10 acres are permitted to be used for limited recreational activities.

Salona has a rich cultural history. The Salona property, part of the Northern Neck Proprietary of 1649, became part of the Fairfax Land Grant and in 1719 was acquired by Thomas Lee, father of two signers of the Declaration of Independence.  The Salona property remained in the Lee family until the early 19th century. 

At one time, Salona was held in trust by Revolutionary War hero Henry “Light Horse Harry” Lee (father of Robert E. Lee) for Henry “Blackhorse Harry” Lee, a son by his first marriage to Matilda Lee, granddaughter of Thomas Lee, and later under the ownership of Richard Bland Lee, builder of Sully Plantation. 

In August 1814, when British troops attacked America’s capital city, President James Madison and his wife, Dolley, separately fled the White House before the British set the city ablaze.  It is thought that President Madison spent that fiery night at Salona with the Reverend William and Ann Maffitt.  Evidence strongly suggests that the Madisons reunited at Salona the following day. 

During the American Civil War the 208-acre Salona property was occupied by the Federal Army between October 1861 and March 1862 as a part of Camp Griffin.  Brigadier-General William Farrar (“Baldy”) Smith used the vacated house for his headquarters.  The Vermont Brigade, consisting of the 2nd, 3rd, 4th, 5th, and 6th Vermont Infantry Regiments and a part of Camp Griffin, encamped on the surrounding property.  Major-General George McClellan was known to have spent the night at Salona at least once. 

Salona is on the National Register of Historic Places, the Virginia Landmarks Register, and the Inventory of Historic Sites in Fairfax County, and is specifically referenced as a Heritage Resource in the County Comprehensive Plan.

I think it's important to note that the County purchased the property for $16,000,000 and that part of the intent in doing so was to help deal with the decreasing number of fields that are available for rectangular field sports such as football, lacrosse, and soccer. Nearly 3,000 residents have signed petitions showing support for unlit grass playing fields as part of a plan for Salona (including over 1,100 who did so online: http://www.change.org/petitions/petition-to-support-fields-for-youth-sports-at-salona-park). It has been nearly two years since the task force (not 15 months). It's about time they presented their suggestions to the County and this project move forward.

The Salona Task Force has represented an extraordinary squandering of Fairfax County’s economic resources. This process has dragged on for years without meaningful forward movement. At a public meeting on the matter held November 17, 2010, the following, crystal-clear comments were made: “The $16 million spent to acquire Salona represents the largest real-estate investment ever made by Fairfax County.” - KEVIN FAY, PARK AUTHORITY BOARD, DRANESVILLE DISTRICT “The opportunity to deliver two playing fields to McLean was a key factor in the Board of Supervisors agreeing to purchase this very, very expensive property.” - JOHN FOUST, SUPERVISOR, DRANESVILLE DISTRICT Citizens of the Dranesville District who want to see an end to wasteful efforts in our County should go to MCC and make it clear that they want what was paid for with our tax dollars. I thought this was settled: new playing fields, trails and a much needed, long-awaited and even longer overdue dog park. McLean residents and their dogs need an offleash area. There are lots of local playing fields but no year-round safe, fenced place to let dogs run and become socialized. Arlington has them, and businesses have sprouted up and flourished. Small businesses in Salona Village would benefit from dog park customers coming into the area. There is even a pet store there already. We've been told for 2 years that Salona would have an acre, then just a 1/2 acre devoted to the dog park. Is the planning committee now reneging on their promise to McLean pet owners?
