Monopoly on McLean's Commercial Real Estate?

What's the deal with Dan Montgomery buying up all of McLean's out of business properties and doing nothing with them?  Has anyone else noticed that McLean is slowly but surely becoming a ghost town with stores closing up one by one and nothing coming in to replace them?  How many years has the McDonald's on Elm St. been gone?  What about the 10-15 other empty spots popping up all over town?  Now I know Dan Montgomery doesn't own all of them, but he definitely owns the majority of empty spaces.  My understanding is that he has a vision to revitalize McLean and make it a thriving unified business center.  While this is a noble idea, at what cost to the current residence is he going to continue not renting space to prospective tenants?  His vision may be something that will come to fruition in 10-20 years, but what about now?  What about the families in McLean who want a downtown with unique shops and restaurants?  We don't need or want any more banks, dry cleaners, or nail salons and we certainly don't want to watch business fold and sit empty with no plans to re-open.  How do we get Mr. Montgomery to do the right thing for McLean residence and rent his properties at a reasonable rate to encourage small business growth?
