More than 80 percent of I-495 Express Lanes users reported reduced trip times, according to the results of a survey of more than 1,700 frequent Capital Beltway drivers conducted by Express Lanes management. Eighty-two percent of users of the Express Lanes polled in the survey “estimated a real time savings on their trip,” according to the results released Wednesday. The lanes opened in November 2012 on the Virginia side of the Beltway promising easier but pricier trips to commuters. All drivers must have an E-ZPass or E-ZPass FlexSM to pay the fares to use the Express Lanes. A proposal to charge $1 to all users was dropped in favor of fees on new customers; transponder deposits also nixed.
A proposal by the Virginia Department of Transportation to apply a $1 fee to all E-ZPass users in the state has been altered and will exclude existing customers — at least until they replace their transponders. The fees were initially proposed to take effect July 1, but the new fee structure has been delayed until Sept. 1. Several state legislators and commuters balked at the plan to charge everyone using a transponder a $1 monthly fee, and VDOT ultimately relented by focusing fees instead on new users and customers who replace their transponders. Tolls and related fees have become a particular concern of drivers along the Dulles Toll Road because those fares are expected to rise significantly to pay for Metro’s Silver Line project. …

A proposal under consideration by the Virginia Department of Transportation would assess a monthly fee for E-ZPass users of about $1 per transponder. E-ZPass is the system that allows drivers to pass through toll plazas more quickly by carrying transponders that automatically charge tolls to a registered account. VDOT has proposed the fee to help defray administrative and operations costs within the state for the service. Most of the E-ZPass toll facilities are not operated by VDOT. The best place to get an E-ZPass from is the Mass Pike. No charge upfront for the transponder and no monthly fee. When you go to their site and click "sign up" and it asks you to choose your state make sure to choose "Massachusetts" to avoid being redirected back to your home state.
