Fairfax County Public Schools staff is looking into possibility of deferring budget approval
The Fairfax County School Board continued to debate how to implement changes to the Virginia Retirement System into the fiscal 2013 budget during a work session Thursday, with most of the members leaning toward phasing in the required shift to 5 percent employee contributions. Though Superintendent Jack Dale presented his recommendation for adjustments to Fairfax County Public Schools' $2.4 billion advertised budget at a work session Monday, some school board members said they weren't satisfied his proposed changes fully met their priorities or produced a budget that best met the needs of the system. The Fairfax County School Board voted to approve a $2.4 billion fiscal year 2013 advertised budget at its meeting Thursday, forwarding a plan to supervisors that asks for $202.3 million more than last fiscal year to accommodate unprecedented student growth and the staff levels and compensation needed to address it. The budget asks the supervisors for a transfer increase of $135.4 million, 8.4 percent more than it received last year. Forty-six speakers addressed the School Board on Monday night about Superintendent Jack Dale's proposed budget.
Increasing pay for teachers and education support workers, funding foreign-language programs, and improving conditions at Falls Church High School were just a handful of issues raised by Fairfax County residents during the School Board’s public hearing on the $2.4 billion budget proposal Monday night. “Public education and public educators are under attack in this budget process and in the larger education picture, we need your strong leadership,” said Michael Hairston with the Fairfax Education Association, who was one of many to advocate on behalf of reduced class sizes and offering more compensation to teachers for the hours they work. More than 700 Fairfax County Public Schools teaching positions would be added next year under Superintendent Jack Dale’s $2.4 billion budget proposal, a plan 9 percent larger than last year’s budget to accommodate the teaching needs of an estimated increase of nearly 4,000 more students. The increase, which amounts to $202.3 million more than in fiscal year 2012, includes a 2 percent market-scale adjustment for all employees, along with step increase for eligible employees. It also includes a salary adjustment for custodial positions, the only group of school employees whose compensation is not at market-level.
